Sessions alternately, or the Puisne Judge always take Civil

cases in Original Jurisdiction during Criminal Sessions. Ex-

-perience in the past seems to shew that neither illness of one

of the Judges, nor exceptionally heavy cases lasting from 16 to

18 days have produced a deadlock.

There is no department of the Executive

Government so far as I am aware the Head of which does not

devote considerably more of his time to public work than is

enforced by Regulations upon Junior Officers, and it is in

order to elicit from Your Honour such facts as may go to prove

that every effort has been made to give effect to the Secretary

of State's decision that the work shall be carried on without

the addition of a Third Judge that I have made suggestions

contained in this letter, so that the Legal Advisers to the

Secretary of State may be convinced (if that is the case) that

it is impossible for the Court to sit longer hours, and that no

re-arrangement of work between the Judges would afford the

relief desired. I trust, therefore, that Your Honour wil)

appreciate my motive in making these suggestions.

In a private note written subsequently to

the receipt of your letter under reply, Your Honour points out

that "should you fall ill there is no one to take your place,

or if the Attorney-General took it up there is no one to act
